Sioux Falls Grease Trap Rules: What the City Actually Requires (and What's Just Good Practice)

If you’ve been told Sioux Falls requires your grease trap pumped every 90 days, you’ve been told something that isn’t in the code. Here’s the accurate version: the city codifies no pumping interval at all. What it codifies is a consequence — a sewer surcharge when your discharge exceeds 100 mg/L of grease, under §51.081(d) of the Code of Ordinances — and it runs pretreatment through Public Works’ Environmental Division. The famous “pump at 25% capacity” rule is real and worth following, but it’s EPA-recommended industry best practice, not a Sioux Falls ordinance. This post sorts the rules from the folklore, because a kitchen manager deserves to know which is which.

The regulatory structure, without the embellishment

Grease going down your drains is a wastewater problem, and Sioux Falls handles it the way most cities its size do: through an industrial pretreatment framework rather than a food-code checklist. The pieces:

  • Who runs it: the Environmental Division of Sioux Falls Public Works, through its Industrial Pretreatment Program. This is the sewer side of city government, separate from health inspection.

The trap is also, notably, the cheap part: pump-outs for indoor traps run $150–$450 per visit ($125-ish on a recurring route), which is the least expensive way ever devised to keep a number under 100.

One more piece of local structure worth knowing: your health inspection and your sewer compliance are different tracks entirely. Sioux Falls runs South Dakota’s only municipal health department, inspecting roughly 800 food establishments in-city under the state food code — that’s who licenses your kitchen. The pretreatment program is who cares about your trap. A grease-related drain backup manages to be a problem on both tracks at once, which is its special talent.

So how often should you actually pump?

Since the city won’t hand you a calendar, the industry has one, and it’s worth stating with its correct pedigree: the 25% rule — pump when combined floating grease and settled solids occupy a quarter of the trap’s capacity. It’s an EPA-recommended best-management practice and the standard benchmark across the trade. It is not a codified ordinance in Sioux Falls, and we’ll keep saying so, because precision on this point is how you know a vendor is being straight with you.

Why 25% works as the line: a trap separates grease from water by giving wastewater a calm place to stratify — grease floats, solids sink, clean-enough water exits from the middle through the outlet tee. As the cap and the sludge layer grow, the calm middle shrinks, retention time drops, and separation efficiency falls off. Past roughly a quarter full, the trap increasingly passes what it’s meant to catch. It still looks like a working trap from above. Your discharge knows better.

Turning the rule into a schedule is arithmetic, not mystery:

  1. Measure the starting point. A service visit establishes how full the trap is now and, against the date of the last pump-out, your fill rate.
  2. Divide. Time to reach 25% capacity, minus a margin, is your interval.
  3. Adjust for the menu and the season. Fryer-heavy lines fill fastest; busy months compress the interval. For most Sioux Falls kitchens with 20–100 gallon indoor traps, the answer lands between monthly and quarterly — as practice, not law.

The tee check deserves its own sentence: a broken or missing outlet tee lets water exit from the surface layer — where the grease is — instead of the middle, turning a freshly pumped trap into a pass-through. It’s a five-minute check that only happens when someone’s actually looking.

And every visit should end with a disposal manifest documenting where the grease went. That manifest is your maintenance record — the thing you produce if the pretreatment program ever asks about your trap, and the drain-side sibling of the photos-report-sticker package your hood cleaning file holds for the fire side. One prediction you can take to the bank: the low bid that can’t explain the difference between pumping and skimming is a skim. The trap fills again in weeks, the “savings” evaporate by the second visit, and the solids bed the skim left behind keeps shrinking the trap’s working capacity in the meantime. Cheap trap service is the most reliably expensive purchase in kitchen maintenance.

The operator’s checklist
